plr objectives

PLR's Corporate Plan sets out its strategic programme for the three year period 2010-13. At the heart of the Plan lies a set of core objectives aimed at meeting PLR's statutory functions as set out in the PLR Act (1979) and Scheme (1982). PLR's Core Objectives are as follows:

Core objectives 2010/2011

  1. Support the Registrar in meeting the requirements of the CSR07 settlement including the VFM targets (£756,000) for administration expenditure thereby maximising funds available to authors (current estimate £6.9 million);
  2. Manage PLR’s service to authors to meet Scheme requirements, ensuring in particular that all applications for registration received by the closing date are completed by 31 August 2010; and aiming through PLR’s marketing strategy to ensure that authors from all backgrounds are aware of their PLR opportunity;
  3. Manage PLR’s loans data collection system to meet Scheme requirements, in particular the introduction of 7 new authorities to the sample on 1 July 2010 and completion of data collection for 2009-10 in time for October 2010 payment calculations;
  4. Undertake payment calculation and distribution to meet target dates, principally completion of payments within the UK and overseas by 28 February 2011;
  5. Achieve annual audit approval for the robustness of PLR’s control procedures and risk assessment to support the statement of internal control and in line with the Government Internal Audit Manual.

Developments in support of core objectives 2010/2011:

  1. With DCMS prepare for the legislative and operational changes required to transfer direct responsibility for the PLR office from DCMS to a new national strategic body for libraries to be established by government;
  2. Prepare and plan for Comprehensive Spending Review 2010 implementation;
  3. Prepare and plan for amendments to PLR legislation and extension of PLR eligibility to new rightsholders following enactment of the Digital Economy Actl;
  4. Seek Investors in People re-accreditation (September 2010);
  5. Review contract for Internal Audit provision;
  6. Research and prepare groundwork for IT system migration away from OpenRoad to include electronic retention facility for author records and content management system for PLR websites.  Consider staff roles and training needs;
  7. Perform a tendering exercise to identify a private sector partner in the public library supply field to supply loans data to supplement PLR’s loans sample and help to reduce costs;
  8. Make loans data available through LEWIS accessible online to authors using the online registration service (October 2010).
