IRISH PLR SYSTEM

PLR legislation has recently been passed in Ireland establishing a PLR system which will be very similar to the UK system. Payments will be made to eligible authors for loans of their books from public libraries in Ireland. If you are registered for UK PLR it is likely that you will qualify to register for Irish PLR which is open to authors who are resident in the UK and other EEA countries.

The Irish system will be government funded and administered by The Library Council which is a government agency based in Dublin. The new Irish system is being developed in partnership with the UK PLR office and is being modelled on the UK system. Please note that Irish PLR payments will not be made via ALCS, who deal with PLR payments from other EEA countries.

To make registration with the Irish PLR office easier, we are planning to ask our current registered authors for permission to pass on their details to the Irish system. Further information will be included with your January 2009 statement. If you do not wish to register for Irish PLR, or if you do not want us to pass on your details, this will not affect your registration for the UK PLR system.

Please note that it is not necessary to advise us of your intentions at this stage. We confirm that no action will be taken and your details will not be passed on unless we receive your permission.

ANNUAL STATEMENTS & PAYMENTS

As the situation currently stands, we have not yet had the Rate Per Loan confirmed.  The current timetable is as follows (any changes will be communicated if this timetable is affected):

Statements

Online statements will be available to view on 6 January 2009 .  An email will be sent to those who have an activated online account to advise that their statement is available.  Users may then log into their secure online account to view/print their statement. If you would like to view your statement online and you do not currently have an online account, you must apply before the office closes on 24 December.

Paper statements will be posted second class on 6 January 2009 to those who do not have an online account.   Please note that you will only receive a statement if you are due to receive a payment (ie if your books earn £1 or more).  This is to reduce administration and postage costs - online statements will still be available regardless of the amount earned.

Payments

Payments will be made between 6-16 February 2009.  Please ensure that your bank details are up to date to prevent delay in receiving your payment.  Cheques are posted second class on 6 February.

Christmas Opening Hours

The office will close at midday on 24 December, and re-open on 5 January 2009. Any online transactions (including login applications) which are submitted after 24 December will not be dealt with until the office re-opens on 5 January.

30 JUNE REMINDER

Books must be registered by 30 June 2008 in order to be credited with loans recorded since 1 July 2007. You can apply to register your published titles online or via an application form.

Online applications must be submitted by midnight on 30 June to be included in the year end calculations. Postal applications must also be received by no later than 30 June. Alternatively we can post forms on request.
