GOVERNMENT CONSULTATION ON THE FUTURE MANAGEMENT OF PLR In October 2010 the government announced its decision to abolish the present PLR organisation. The Department for Culture, Media and Sport (DCMS) is now undertaking a 12-week public consultation on its proposals to transfer responsibility for managing the PLR scheme to another existing public body. The consultation paper (accessible on the DCMS website via the following link) seeks the views of authors and other interested parties on the government’s proposals. http://www.culture.gov.uk/consultations/9019.aspx UK AND IRISH PLR APPLICATION FORMS Our new dual application forms allowing registration for both the UK and Irish PLR schemes are now available. We will continue to accept Irish PLR registration forms, which should now be directed to us. We are currently making arrangements to allow online registration for both UK and Irish PLR, and further information will be provided in the next few weeks. In the meantime, you may download a form to apply for either or both schemes. UK AND IRISH PLR With effect from 1 April 2012, the UK PLR office is providing a registration service in cooperation with the Irish Public Lending Remuneration office. Authors who want to register for the Irish PLR scheme will be able to do so via the UK PLR office. We are currently making arrangements for the provision of registration with the Irish PLR scheme, and will shortly be offering dual application forms which will allow authors to register for both schemes, UK PLR only or Irish PLR only. In the meantime, you may continue to register for UK PLR using our standard forms. We will also accept Irish PLR registration forms, which should now be directed to us. The new arrangements will be phased in over the coming weeks, and further information will be provided on our website as it becomes available. FUTURE OF THE PLR OFFICE The Public Bodies Act became law in December. It gives Ministers at the Department for Culture, Media and Sport (DCMS) the power to abolish the PLR organisation and transfer the management of the PLR Scheme to another public body. DCMS must now finalise its proposals for PLR and consult publicly on the options being considered by Ministers. We expect the consultation to go ahead in the next few weeks and will provide and a link on the PLR website to the consultation document. ANNUAL STATEMENTS AND PAYMENTS This year’s Rate Per Loan will be 6.05 pence. This is slightly lower than last year’s figure. Because of the lower Rate the Department for Culture, Media and Sport (DCMS) has undertaken a wide public consultation prior to seeking approval from Parliament for the reduced Rate. Once parliamentary approval has been received payments will be made. Meanwhile, we will be making payment statements available to authors. Feedback from the public consultation exercise is available on the DCMS website. The current timetable is as follows (any changes will be communicated if this timetable is affected): Statements Online statements will be available to view on 17 January 2012. An email will be sent to those who have an activated online account to advise that their statement is available. Users may then log into their secure online account to view/print their statement. Paper statements will be posted second class on 18 January 2012 to those who do not have an online account. Please note that you will only receive a statement if you are due to receive a payment (ie if your books earn £1 or more). This is to reduce administration and postage costs - online statements will still be available regardless of the amount earned. Payments Payments will be made around 16 February 2012. Please ensure that your bank details are up to date and advise us of any change by 8 February 2012 to prevent delay in receiving your payment. Cheques will be posted second class on 16 February 2012. You can update your address and bank details in writing or via the online service. We can also accept changes of address (but not bank details) over the telephone, subject to verification being provided. Please note that we are unable to accept changes to either address or bank details via email.
