The Management Board has no power to take decisions affecting the administration of the PLR Scheme. Its role is purely advisory. But to avoid any danger of Board Members being influenced, or appearing to be influenced, in the advice that they provide to the Registrar, a Register of Interests has been established. Members are required annually to declare for inclusion in the Register any financial, business or other interests in the operation of the PLR Scheme that might lead to a conflict of interest.
It is accepted that Members may be registered with PLR as authors and may therefore be recipients of PLR payments; also that Members may represent partner-organisations from the cultural sector which are involved from time to time in joint-projects with PLR. Indeed, the wide range of interests represented by Members gives the Board its strength. Such instances will not normally be deemed to present any problem of conflict of interest and need not be communicated to the Registrar for inclusion in the Register.
However, should a Board Member - or a member of his/her family - take on a more direct business or pecuniary interest that is likely to have a bearing on the advice given by the Board, then such interests will be communicated to the Registrar for inclusion in the Register.
Currently no financial or business interests have been declared by Members for inclusion in the Register.
