Public Lending Right Review 2002

As part of the government's programme of quinquennial reviews, the Department for Culture, Media and Sport has completed a review of the PLR Scheme. The review looked at issues such as the continuing need for PLR, the continuing appropriateness of the Scheme's provisions and scope, the efficiency and effectiveness of the Registrar' administration of PLR, and the future direction of the Scheme. The final Report published in December 2002, proposed no major changes to the Scheme or its administration; but it includes a number of recommendations related to the scope of PLR and its future direction of the Scheme.

Whose Loan is it Anyway?

This book tells the story of that campaign and of the early years of the scheme through the recollections of those most closely involved. It includes contributions from authors like Maureen Duffy, Antonia Fraser and Michael Holroyd who fought for PLR, and others such as Michael Foot and Hugh Jenkins who were instrumental in getting the PLR Act through Parliament in 1979. Each memoir is illustrated by the leading cartoonist John Byrne.
